The hot water system is designed to heat water up to 60C for legionella prevention and this is normal. This would typically occur once a week and at other times, a lower hot water temperature of 45 to 50C is typically selected for economy.
If there are safety concerns around the hot water tap temperature ie vulnerable users and scalding risks, then thermostatic mixer taps should be installed at each point of use.
