On a SmartRad, what do the numbers mean on the thermostat dial?

The numbers correspond to an approximate room temperature set point, as per the table. The “Setback” temperature is only valid, if the heater is placed into setback mode via a slot in timer cassette, or via a central pilot wire timer.
