Why is there a difference in wattage / power between white and chrome towel rails (TRM / CTR models)?

Our towel rails come in two finishes, white and chrome. Whilst we have models of the exact physical size of towel rail in both white and chrome, the white towel rails will have a higher wattage element inside them compared to the chrome finished towel rails of the same physical size. This is to ensure the surface temperature still meets BSEN60335 regulations.
